The summit was hosted by the All-China Federation of Industry and Commerce and supported by the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Public Security and the Ministry of Justice. The party secretary of the Supreme People's Procuratorate and the chief prosecutor Zhang Jun proposed that for private entrepreneurs suspected of committing crimes in their business, procuratorial organs in various places must insist on "no arrests if they can, no prosecution if they can, and no prosecution if they can be sentenced. At this summit, Gao Yunlong and Zhou Qiang launched the chamber of commerce mediation service platform jointly established by the All-China Federation of Industry and Commerce and the Supreme People's Court. The platform is connected with the mediation platform of the People's Court to focus on service chambers of commerce and private enterprises to conduct online and offline dispute mediation. Integrated functions such as service management, online mediation, connection of litigation and mediation, and statistical analysis. The Supreme People's Procuratorate issued 12 typical cases supporting the development of the private economy. Chen Siyuan and Fan Youshan signed the Framework Agreement on Strengthening Service Guarantee Private Economic Cooperation on behalf of the Ministry of Public Security and the All-China Federation of Industry and Commerce. Lu Yong, member of the Party Leadership Group and Vice Chairman of the All-China Federation of Industry and Commerce, released the first "Private Enterprise Ruled by Law" report.
